Chief Executive, Crown Commercial Service
Malcolm Harrison is the CEO of the Crown Commercial Service (CCS). He was appointed to the position in November 2016, and had been operating as interim Chief Executive since May 2016 following a spell advising the Cabinet Office on CCS’s operating model.
He has a broad international experience in consumer facing companies both in general management and global functional roles, particularly Procurement. Malcolm begun his career with Mars in 1982 as a management trainee after graduating from Cambridge University with a degree in Chemical Engineering.
Between 1993 and 1996 he established the Procurement function at Bass Brewers; in 1996 he was appointed CEO of Bass’s UK Midlands business before joining the Board of Britvic Soft Drinks in 1999. He created and led global Procurement for Interbrew from 2000 and was appointed Chief Procurement Officer of InBev (2004-2006) and then NestlÃ© SA in Switzerland (2006 â€“ 2010). He subsequently joined Rexam PLC as CEO of the global Plastic Packaging division in 2010.

Transformation Director, Government Commercial Function, Cabinet Office
Currently seconded as Transformation Director in the Government Commercial Function, Jim’s remit is helping improve the capacity and capability of Commercial Specialists across Government. Prior to this he was Commercial Director at Network Rail, the UK’s rail infrastructure provider, where his team procured and managed categories as diverse as ballast to business consultancy. For his transformational work at Network Rail Jim won the CIPS Professional of the Year in 2013, and his team won 3 other CIPS best practice awards including Best People Development Initiative. His early career was spent with Cable & Wireless in a role implementing procurement processes and systems across their global businesses.
Executive Vice President, Market Engagement, Proxima
As one of the founders of the business, I have been with Proxima for over 20 years. I am responsible for our market-facing and origination programs through which I help our clients and industry leaders bring context to the challenges procurement faces within their organizations. I am particularly interested in the future of our industry and how businesses can get more out of supplier relationships. I am also proud to be an audit chair for the Chartered Institute of Procurement and Supply and Fellow of the Institute of Chartered Accountants of England and Wales. When not spending my time helping Proxima grow, I collect mid-20th-century British art and unusual wines.
Head of Procurement, North East Procurement Organisation (NEPO)
Steven Sinclair is Head of Procurement at NEPO where he is responsible for a work programme of £210m.
Steven joined NEPO in 2011, having worked in various procurement roles across the North East, including the former regional development agency One NorthEast. Steven’s career history also includes experience in both the manufacturing sector and financial services.
NEPO works in partnership with North East local authorities and Associate Members to undertake high-value procurement in major strategic areas of spend including Professional Services, Construction and Energy.
